Propulsion Capital exists to bridge the critical funding gap facing seed, small, and medium-sized businesses by connecting entrepreneurs with the capital and resources they need to transform their vision into reality. We are committed to empowering local Guyanese entrepreneurial journeys by providing access to funding, fostering bold and calculated risk-taking, and fueling the growth of ventures that drive economic prosperity in their communities.

FOUNDER & CEO

Cleavon Shortt

Cleavon Shortt is the Founder and CEO of Propulsion Capital. A dedicated public servant and emerging business leader whose journey is defined by discipline, resilience, and a steadfast commitment to excellence. Cleavon is native of Guyana, having immigrated to the United States in 2005, he has since built a distinguished career rooted in service to his adopted country.

Answering the call to serve, Cleavon enlisted in the United States Marine Corps, where he developed the leadership, integrity, and work ethic that continue to define his professional career. Following his military service, he pursued higher education at New York University, earning a Bachelor of Arts in Political Science.

Cleavon brings extensive experience in the government sector -at the Department of Defense and Federal Deposit Insurance Corporation FDIC-, with deep expertise spanning budgeting and finance, acquisition, and administrative operations. His broad knowledge of public sector processes and fiscal management has made him a trusted and capable professional in every role he has held.

Fueled by a deep connection to his homeland and a desire to give back, Cleavon founded Propulsion Capital, a company dedicated to empowering Guyanese entrepreneurs by helping them access the funding they need to launch and grow their business ventures. Through Propulsion Capital, Cleavon bridges his government and financial expertise with his entrepreneurial vision to create meaningful economic opportunity in Guyana.

Driven by a passion for innovation and a vision for broader entrepreneurial impact, Cleavon will pursue a Master of Business Administration with a concentration in Entrepreneurship and Innovation at Rutgers University beginning in the fall of 2026 — the next launch in a lifelong pursuit of growth and leadership.
